I am unable to start a new thread so I am replying to this post instead.
I
have Windows ME - my computer is working except all the icons on the
screen
are blurred as if the pixels are all wrong ( I have tried to change this
on
the control panel but unsuccessful). Anyway the CD drive doesn't seem to
be
working either (when I put a disc in, it asks me to insert disc). I have
loads of photos on the hard drive and wanted to transfer them to a CD
which I
am unable to do as the CD drive isn't working. I used a memory stick but
I
was asked to insert the disc 'works suite 2000' which I am unable to do as
the CD Drive isn't working. Please Help!

Gillybeans
please help
i cannot use my control panel
i get the message "this operation has been cancelled due to
restrictions in
effect on this computer please contact your system administrator"
any advice please.

You imply that only the desktop icons are affected.

First - make sure that you have your Folder Options set so that you can view
System files and folders, and Hidden Files. Then - Open Windows Explorer and
go to c:\Windows - look there for the file called
'ShellIconCache'.
DELETE IT
reboot, and windows will rebuild the file.

If that doesn't fix it, then you'll probably need to increase the size of
the cache - download and install the 'IconCache Fix' from
http://www.aumha.org/reg1.htm

If you find this reply and you want further help in WinMe, follow Bill's
advice and reply only to the microsoft.public.widowsme.general group by
editing out the windowsupdate group from the send address. Worry about the
CD drive later.

Thanks Mart. Sorry but I got it wrong - its not the Icons that are blurred,
its the background. Its mainly grey with a bit of dull colour here and
there. The bottom of each icon (i.e. what the icon is e.g. Recycle Bin) is
grey and the toolbars are grey. As I said before all the photographs are
distorted as if the pixels are sky high. I tried your first suggestion and
deleted ShellIconCache but that didn't work. The PC is not linked to the
internet - I have wireless broadband on my laptop but not sure how to connect
the pc?

In which case, it sounds from here that your video display *may* be set as
256 colours (or even 16 colours).

Have you looked at your Display Properties (Right-click on your desktop,
select Properties and then the Settings tab. What is the "Color quality"?
Should be 16 bit or better. See if you can improve it. If not, you *may*
have to re-install your video drivers.

Has this just 'suddenly happened' ? Might also be worth looking Device
Manager at your Display Adapter setting and see if it matches the correct
one for your laptop. Have you still got the manufacturers installation
disks?

Hi Mart, Its a PC not a laptop. I have looked at the Display Properties and
it is set at 16 colours - when I select one of the other options it says to
restart the computer to activate the change which I've done but nothing
changes (still all blurred) and when I go into Display Properties its back at
16 colours. I got the PC in 2000 and I know the disks are somewhere but
typically I can't find them!! I have no idea what the Display Adapater

Sounds like the Display drivers have gotten corrupted - try this

Reboot to Safe Mode
Open Device Manager
Remove ALL instances of ALL Display Adaptors and Monitors
Reboot back to Normal Mode - Windows will reinstall the adaptor and monitor
See if that helps

Instead of going through all that, determine whose video card/chip you have
and go to their website and download the latest driver for ME. Better yet.
Tell me the card manufacturer and I'll post the link for you. Press start
then right click on My Computer and select properties. Click device manager
and select display adapter. It should tell you the type of card you have,
eg. ATI, Nvidia, etc.

Post that info here but odds are it's one of these 2.

If your card is 3dfx you may have a problem.

Hi Mart, Its a PC not a laptop. I have looked at the Display
Properties
and
it is set at 16 colours - when I select one of the other options it
says
to
restart the computer to activate the change which I've done but nothing
changes (still all blurred) and when I go into Display Properties its
back
at
16 colours. I got the PC in 2000 and I know the disks are somewhere but
typically I can't find them!! I have no idea what the Display Adapater
setting should be.

In which case, it sounds from here that your video display *may* be
set
as
256 colours (or even 16 colours).
Have you still got the manufacturers
installation
disks?

Thanks Mart. Sorry but I got it wrong - its not the Icons that are blurred,
its the background. Its mainly grey with a bit of dull colour here and
there. The bottom of each icon (i.e. what the icon is e.g. Recycle
Bin)
is
grey and the toolbars are grey. As I said before all the
photographs
are
distorted as if the pixels are sky high. I tried your first

I have Windows ME - my computer is working except
all the icons on the screen are blurred as if the pixels

You imply that only the desktop icons are affected.
First - make sure that you have your Folder Options set so that you

view
System files and folders, and Hidden Files. Then - Open Windows

go to c:\Windows - look there for the file called
'ShellIconCache'.
DELETE IT

If that doesn't fix it, then you'll probably need to increase the

How to boot into Safe Mode? Press and hold the Shift key or Ctrl key (or
the F8 key) during power-up sequence). To reboot back into "Normal Mode",
just shut down and restart the PC as you would do normally - i.e. just
switch-on and wait for the WinMe 'desktop' to open. That's "Normal Mode"

Device Manager can be found in the Control Panel using the System icon and
selecting the Hardware tab. Dev.Man is one of the options on that window.

Good luck

My guess is that you are using a Wireless mouse which requires its driver to
be loaded in Normal Mode. You need a Serial or PS/2 mouse to work in Safe
Mode. (A USB mouse *might not* work, with an old BIOS - may depend how old
the machine is.)

But good to hear that you've got your display working again.

BTW - are you still having problems with your CD drive in Normal Mode?
(Note :- for similar reasons explained above, your CD player will not work
in Safe Mode)

Glad to hear it, Gillybeans!
As Mart has already said - you probably have either a USB or Wireless mouse
which isn't fully supported in Safe Mode, which would account for your
problems there..... It may be worth checking your BIOS settings to see
whether USB 'legacy' support is enabled - if not then try enabling it, and
then rebooting in Safe Mode to test the mouse, This will often enable mouse
support in Safe Mode also. Unfortunately every BIOS calls the actual switch
something different - but usually USB and either 'mouse' or 'legacy' in the
same phrase is a pretty good clue <g>
